Deputies propose to prohibit foreigners from using the services of Ukrainian surrogate mothers during the period of martial law

Members of the Parliamentary Committee on the Nation's Health, Medical Care and Health Insurance propose to ban the use of
surrogate motherhood services for foreigners during the period of martial law and up to three years after its end.
This, in particular, is provided by the draft law on assisted reproductive technologies (ART), prepared on the basis of three alternative draft laws (Nos. 6475, 6475-1 and 6475-2) and supported by the committee at the meeting on Friday.
The draft law also discloses the requirements for a woman who can be a surrogate mother, her rights and responsibilities, creates the legal basis for keeping records of foreigners who wish to use the service of surrogate motherhood in Ukraine, and also prohibits the work of intermediaries or agencies in the field of surrogate motherhood, prohibits advertising of DRT of auxiliary reproductive cells and advertising aimed at attracting women to the service of surrogacy.
According to committee member Victoria Wagner, the demographic situation in Ukraine is deteriorating due to the war, and by 2030 the population of Ukraine may decrease by 10 million.
The Committee recommended that the Council of Ukraine reject alternative draft laws.
